web publishing

It is obvious that web publishing is coming, but I am would offer two
cautions.

1) Promotion is based upon grants & publications, often in peer reviewed,
prestigious journals.  Web published articles may or may not be given
serious consideration for some time.  Untenured scientists be ware.

2) Part of the game of getting grants is being noticed but a wider
audience.  A web journal for the rasmb crowd would not get wide notice. 
It is essential for the method & the further development of
instrumentation and analysis techniques that the data we collect get published in good
journals when ever possible.

Maybe a journal that summarizes published work, or discusses pre-published
work (for some journals this can be a problem) or discusses analysis
issues/controversies.
